We rented a car in Seward, Alaska and found there were certain roads that weren't allowed to travel on. One was the road to Denali National Park. You might want to check on road restrictions in the area you want to travel.

About the only thing you might want to rent a car to see is the Mendenhall Glacier, which is about 10 miles (or less) from downtown; you can probably find some tours that go there without going thru the cruise line (of course they will also offer one). Downtown Juneau has lots to see and is very walkable. I'd recommend the tram to the top of the mountain - interesting visitor center at the top with a great view, nature center, trails, restaurant, and movie on the Tlingit culture. If weather is bad, the AK state museum is wonderful and can easily fill an afternoon. Read up on Juneau and you can do your own walking tour of downtown in an afternoon as well.
