The last I heard the processing time is about the same as the regular passport--4-6 weeks.
Just keep in mind that the card is not a substitute for the regular passport; the card is only good for land and sea travel between the U.S., Canada, Mexico and the Caribbean. So if you plan to do any air travel you might just as well go ahead and get the regular passport now.

If you have a passport, you don't need a passport card. The card, which is less expensive than getting a passport, is chosen by some folks who do not intend to fly outside of the US, since you can't use the passport card when flying.
