Since San Francisco will start to assess pollution fees to businesses 'Pollution Fee' I can envision a surcharge from the cruise lines to cover their extra expenses. Lets wait & see.

I'm so sick of all these fees and surcharges. When will it ever end?

There isn't a tremendous amount of cruise business in San Francisco. If I had a cruise ship I'd look for a nearby alternate port outside the jurisdiction.

Like Ensenada? It might not be that long the way thinks look.
