I would consider "dress shorts" (not cut-offs) as resort casual for young boys. Especially if they have a collared shirt to go with them. If you want to go to the formal night resturants on formal night, they would need at least casual slacks. Tie is optional for kids, but it woul dbe nice)

Dress shorts is very good. When we cruised with my sons(10,11)they weared dress shorts, white shirt, suit, tie on the formal night.
When i say dress shorts they should be to about mid thigh or otherwise they won't let you in in the main dining room(They will see them as casual shorts)
