The VIP you are talking about is "Vacation Interchange Priviledges". It is the program between Carnival Cruise Lines, Holland America, Cunard, Costa, Seabourn, and Princess; whom all belong to the World's Leading Cruise Lines. So yes, you are correct about past guests. It is for select past guest priviledges. Perhaps the sailing you were looking at didn't offer any past guest specials. The reservation agent may have been new and just wasn't aware of the program.

About the only thing the VIP is good for is obtaining the "past-guest" rate when booking the cruise. No additional perks apply after that point from what I have seen. It would be awesome however if they would allow you to combine the cruise credits of all of the company-lines. Another neat step would be to honor any other lines status on your next cruise, even if it were just a trial period. That sure would get the loyalists to try out another cruise line without losing any status or level of service!
