We sailed on back to back on the Victory Jan 5 and Jan 12. Jan 5 we were able to board about 11:30. On Jan 12 people were boarding about 11:30 also. The docs said boarding starts at 2:00 but they started boarding shortly after they cleared the previous passengers off the ship.
The lines for boarding started about 11:00.

They advise that you be AT the port at least 2 hrs prior to departure, and don't schedule your return flights less than 6.5hrs after return time. In my experience this is good advice (but yes, you can get on the ship about noon)
