Can you tell me on what decks does balcony rooms start. I know Rivera is the lowest deck do they have balcony rooms on the Rivera deck?

Uh, that would be a little close to the waterline for balconies.

It depends on the ship, but on the Carnival Liberty the balcony cabins start on the Upper Deck.

They have deck plans on their website. This is for the Liberty. You can search each deck for the balcony catagories. They are listed and color coded. You can select any ship, but since you are cruising on the Liberty I thought that would be the ship you would be interested in.
