I saw that the tickets are for the people that are listed only. It says they are non-transferable without written permission from Carnival. Will Carnival allow you to change 1 of the people from your party?

You may change one person in the party and they will charge a $50 name change fee. If both parties are changed on a booking then it is considered a whole new booking and subject to the current rate.
