I have read so many different stories about this, it is hard to know what to believe. All I know is the Captain and the Cruise Line have a right to change or cancel a port. It has happened a few times on my cruises as well. They credited the Port Charges immediately.
One of the most idiotic things I have read about this is that a group of Lawyers onboard organized the petition and protest. If that is the real story (which I doubt), I wonder what they were doing during Contract Law class?

Lawyers like that are the ones that give all Lawyers a bad name. Anyone that would swear at a mother with a young child present has no class. This type of moron would find anything to complain about. If it hadn't have been the missed port he would have found something else to complain about.
They always do. It is hilarious sometimes to overhear the complaints at the Info Desk. Maybe it is a Cruise-Attude or something that makes for a great cruise ?

Some people are so used to getting their way in life and so spoiled by those who are subordinate to them in their daily routine and power positions they don't know how to deal with "NO". If you have a job that puts you in the position of dealing with the public for very long you encounter them way too often. Many of the most privilaged in our society are among the worst, think about some of the celebrities lately. Naomi Cambell is the most recent of many, spitting on a cop because she was told she couldn't bring three carry-ons on a flight and they lost one of her bags. Some politicians, lawyers and other professionals who are in positions of power over their staff members and others have the same affliction. My wife is a legal secretary and many years ago worked for a firm with such an individual. If he felt slighted by someone in normal daily life he'd threaten them with a lawsuit and follow through with the threat over trivial things if they didn't respond with an apology and let him have his way. Even with issues where he knew no judge would ever side with him, he'd file the suit and cost the other party legal fees to defend themself. Much like the judge recently who sued the family owned dry cleaner with a multi-million dollar law suit over losing the pants to his suit. There are simply unpleasant people who have the power to make life really ugly for those without such power and money. I'm just glad whoever this Conquest incident happened to found out there are those in life who trump their power and threats. I just wish it were more common. Decency, courtesy and civilility are traits most people practice. There will always be the few who simply don't have these.

Or just read John Heald's blog and see some of the written complaints he gets.
He has been called everything from a racist (because there were only "european americans" (ha) on stage on that cruise) to the Sperm of Satan because a historic Muslim Mosque is on one of their tours in Europe.

Back in 1983, I was aboard the Carnivale. We were going to visit Samana, if I remember right. The Captain announced that we would not be stopping. I heard that the island was quarantined. I also heard that there were elections going on. Who knows? I don't think it broke anyone's heart though as I noticed the party continued on board.
