I don't know when Cancun will be reopened. You're already cruising to the best three ports in the Western Caribbean. Enjoy them and your cruise.
I can't give you a comparision of the Dream with any other ship because I've never sailed on her. Although, I'll probably sail on the Dream next winter, the Sun should be in New Orleans and I will not be able to sail on her from Galveston again. And I prefer to sail from Galveston because it's so close.
Now that the diesel engine appears to be fixed, the recent reviews of the Dream have been good.

We just returned from the Dream. It is a decent boat, but it does vibrate a lot, especially near in the Sports Bar which is on deck 12 all the way aft, but it was noticeable on the entire boat. It's a older and smaller boat so this is not entirely unexpected and it isn't hard to treat as "white noise" once you get used to it.
Cancun was not open and it wasn't until we were on board for two days that they finally "officially" informed us we would not be stopping at that port, despite calling NCL Corporate the week before and being explicitly told that the port would be made.
