I know that Carnival and Celebrity ships have a "topless deck", but does Norweigen?

Yes, on some NCL ships.

You'll find them on the Jewel, Pride of Hawaii, and I assume they will also be on the Pearl and Gem.

Although most NCL ships do not have a topless deck.
