My daughter and her college roommate are looking to book a cruise - however, they are both 20 and from what I understand they are not able to book on their own. Any way around this???

The short answer is no. Actually that is the only answer to your question. Read the NCL policy here .

Go with a different cruiseline. Cunard, Disney, Radisson, and Windjammer all have minimum age requirements of 18.

Seriously? An 18-year-old can book a Cunard Cruise--not that one would want to.

Oh, I don't doubt you; it's just this image it conjurs up of a couple of gangly teens going aboard the Queen Mary 2 with nothing but backpacks for a Spring Break cruise.

I wouldn't count on booking on Windjammer! If they are still trying to sail!

Windjammer is history from what I understand. And as for the others - other than Disney I doubt the itineraries and pricing for Cunard and Radisson fit the style and budget of college kids. Actually, Disney is quite proud of their product when it comes to the prices, as in not being especially cheap.
