Hello jazzmaker, welcome to Cruise-Chat! I believe you are referring to Terminal 12 instead of Pier 12. Now it's Terminal "J" which is on the right after you cross the bridge to the Port of Miami. I believe Oceania Cruises uses this Terminal. There will be shuttles to take you to the car rental agency you want.
