Welcome to cruise-chat fishman. I don't know of any hotels in San Juan that are not pricey. We stayed at the Condado Plaza, which had a casino. I believe we paid $189. Hope you have a marvelous cruise!
Anything on the Condado will likely have a casino. You will be asked to wear a sport coat or suit jacket though.
The Condado is about a 20 minute ride from the pier. You could go as far as Isla Verde by the airport and still be no more than 30 minutes from the ships. For what you are asking for, don't expect it not to be pricey.
My wife and I stayed at the Radisson Ambassador Plaza Hotel and Casino. I had to find the credit card receipt and I was charged 158 per night. This was several months ago so I don't know current rates. It's only 2 miles from the piers and a block from the beach. I remember it having a rooftop pool but I didn't go to it.

Have also stayed at the Caribe Hilton and it was a very nice property. It is on the pricey side and does not have a casino though. I just happened at the time to get a deal.
Have heard good reviews about the Wyndham El San Juan Hotel and Casino, quite pricey. Condado Plaza Hotel and Casino, that Penny mentioned was a little less pricey when I searched a while back, and had good reviews.
As Sonny said about using Priceline, if I could get the Caribe Hilton for anywhere close to $100. I would rather stay there and take a short taxi ride to the Casinos. Because it has such great outdoor amenities, and is more secluded.
If a resort type property is not the priority and being close to the cruise terminal is a priority. There is the Sheraton Old San Juan that has a casino, and is just across from pier #4. I don't know the price range.
Personally, I would opt for the Hilton or the Condado and Isla Verde Hotels.
