My son recently had a similar experience going out of Puerto Rico. It appears that the people in Puerto Rico are better off than years ago and the cruiselines are going after them by offering "can't say no fares." Once again, it's a reminder that cruiselines are registered in countries other than the US and are, therefore, not governed by US laws. So, you can't complain to Consumer Affairs. Maybe it's time to bite the bullet and pay to sail on Seaborn.
