They replace the towel every day in your cabin, assuming it was used. You can also get a fresh towel on the pool deck by exchanging your towel at one of the stations. The rule is that you are charged $25 for every time you lose a towel. In actuality, this is rarely enforced unless you decide to steal a towel on the last day which would leave the room attendant responsible.
TVann, you only get charged $25 if you lose the towel. They are updated as often as you need them. Leave them on the bathroom floor and your room attendant replaces them. Go to the pool area and change out your old one for a new one. Whatever you want, it's nice. Now if I could just break my kids of that habit at home. They were spoiled on our cruise and think they can drop the towel on the floor at home. I miss that pampering too!!!
