There are several tour companies recommended for Russia but it may be hard to book a tour now

We just returned from St Petersburg and used SPB tours. We booked our cruise only 2 weeks prior to sailing and Viktoria (SPB tours) already had a smaller group from our ship and she emailed them askng if they would mind 2 more joining their group and that's how we got on with her.
