We just returned from a Baltic capitals cruise and I want to recommend SPB tours for St Petersburg. SPB (St Petersburg/Berlin) tours is a new company and we were very please with our 2 days we spent with Viktoria, who is the owner and our guide. On our ship, people had concerns about touring with a Russia company, but they are very professional and had all our visas and tickets waiting for us.
