Its been too many years since we have been to Finland, so I have no idea of current taxi prices. However, as i recall, it is about a 15 min ride from the commercial port (where cruise ships dock) into town, and nothing is cheap in Northern Europe. Your cruise line will certainly offer some kind of shuttle service, but these shuttles are usually not free.
