this depends on whether your ship docks at the Port of Dubrovnik (Gruz) or whether it anchors off the old town. If it does the latter, you are tendered right into the old town. If the ship docks at Gruz, you can use public busses (departing from right outside the gate to the port) or taxis to get to the old town.
